The Story
It was introduced on January 30, 2003 and referred to the Senate Ways and Means committee. On February 6, 2003 the Senate adopted “Vacate SB63 to Energy & Economic Development” on a voice vote, on a motion by Sen. D'Allesandro. The Senate withdrew that referral and sent the bill to the Energy and Economic Development committee instead. The committee held a public hearing on February 18, 2003. The committee recommended that the Senate pass it. On March 27, 2003 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 1107). The committee's amendment (1107) was adopted on a voice vote on April 10, 2003, changing the text of the bill. On April 10, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 10, 2003 the Senate voted to pass it. It crossed to the House on April 10, 2003 and was referred to the House Ways and Means committee. The committee held a public hearing on April 24, 2003. The committee held a work session on April 30, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 15–0. On May 15, 2003 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on May 20, 2003. The committee held a work session on May 21, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 18–1. On June 5, 2003 the House voted to pass it with changes on a voice vote. On June 5, 2003 the Senate adopted “Sen.Odell Non Concur Request Committee of Conference” on a voice vote. On June 5, 2003 the House adopted “House Acceded to req for Conf Comm”. A committee of conference met on June 17, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the House adopted “Conf Comm Report”. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. The governor signed it on July 18, 2003, making it Chapter 301 of the session laws. It took effect on July 1, 2003.
