The Story

The committee recommended that the Senate pass it with changes (amendment 0982). The committee's amendment (0982) was adopted on a voice vote on April 3, 2003, changing the text of the bill. On April 3, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 3, 2003 the Senate voted to pass it. It crossed to the House and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 29, 2003. The committee held a work session on May 7, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 17–1, and the report was placed on the consent calendar. On May 29, 2003 the House voted to pass it with changes. On June 5, 2003 the Senate adopted “Sen. Prescott Non Concur Requests Commitee of Conference” on a voice vote. On June 5, 2003 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on June 16, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the House adopted “Conf Comm Report”. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. The governor signed it on July 18, 2003, making it Chapter 300 of the session laws. It took effect on August 17, 2003.
