The Story

It was introduced on January 9, 2003 and referred to the Senate Insurance committee. The committee held a public hearing on February 4, 2003. The committee recommended that the Senate pass it with changes (amendment 1075). The committee's amendment (1075) was adopted on a voice vote on April 10, 2003, changing the text of the bill. On April 10, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 10, 2003 the Senate voted to pass it. It crossed to the House on April 10, 2003 and was referred to the House Commerce committee. The committee held a public hearing on April 22, 2003. The committee held work sessions on May 7, 2003 and May 13, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On May 29, 2003 the House voted to pass it with changes. On June 5, 2003 the Senate adopted “Sen. Flanders Non Concur with House Amendment Request Committee of Conference” on a voice vote. On June 5, 2003 the House adopted “House Acceded to req for Conf Comm”. A committee of conference met on June 16, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the House adopted “Conf Comm Report”. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. The governor signed it on July 14, 2003, making it Chapter 244 of the session laws. It took effect on September 12, 2003.
