The Story
It was introduced on January 9, 2003 and referred to the Senate Finance committee. The committee held a public hearing on February 11, 2003. The committee recommended that the Senate pass it with changes (amendment 0981). The committee's amendment (0981) was rejected on a roll call 12–12 on April 3, 2003. On April 3, 2003 the Senate voted to lay it on the table on a voice vote. The bill died on the table when the session ended on September 4, 2003, having been set aside and never taken back up.
