It was introduced on February 6, 2003 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 5, 2003. On March 27, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On March 27, 2003 the Senate voted to pass it. It crossed to the House and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 16, 2003. The committee held work sessions on May 13, 2003 and May 20, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On May 29, 2003 the House voted to pass it with changes. On June 5, 2003 the Senate adopted “Requests Committee Of Conference” on a voice vote. On June 5, 2003 the House adopted “House Acceded to req for Conf Comm”. A committee of conference met on June 12, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the House adopted “Conf Comm Report”. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2311) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 21, 2003, making it Chapter 310 of the session laws. It took effect on July 1, 2003.
