The Story

It was introduced on January 30, 2003 and referred to the Senate Insurance committee. The committee held a public hearing on March 4, 2003. The committee recommended that the Senate pass it with changes (amendment 0942). The committee's amendment (0942) was adopted on a voice vote on March 27, 2003, changing the text of the bill. On March 27, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On March 27, 2003 the Senate voted to pass it. It crossed to the House and was referred to the House Finance committee. The committee held a public hearing on May 13, 2003. The committee held work sessions on May 14, 2003 and May 27, 2003. The majority of the committee recommended that the House pass it unanimously, 18–0, and the report was placed on the consent calendar. On June 5, 2003 the House voted to pass it. The bill was enrolled on June 5, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2257) was adopted on a voice vote to correct technical errors found after passage. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. It became law without the governor's signature on July 8, 2003, as Chapter 239. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
