  • Term: 2003-2004
  • House committee: Health, Human Services and Elderly Affairs
  • Senate committee: Public Institutions, Health and Human Services
  • Subject: Public and Mental Health
  • Chapter law: 73

The Story

It was introduced on January 30, 2003 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held public hearings on March 25, 2003 and April 1, 2003. The committee recommended that the Senate pass it with changes (amendment 1130). The committee's amendment (1130) was adopted on a voice vote on April 10, 2003, changing the text of the bill. On April 10, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 10, 2003 the Senate voted to pass it. It crossed to the House on April 10, 2003 and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on April 22, 2003. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On May 8, 2003 the House voted to pass it. The bill was enrolled on May 15, 2003 — the final check of the text before it goes to the governor. It became law without the governor's signature on May 28, 2003, as Chapter 73. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
