The Story
It was introduced on January 30, 2003 and referred to the Senate Banks committee. The committee held a public hearing on March 18, 2003. The committee recommended that the Senate pass it. On March 27, 2003 the Senate voted to pass it on a voice vote and ordered it to a third reading. On March 27, 2003 the Senate voted to pass it. It crossed to the House and was referred to the House Commerce committee. The committee held a public hearing on April 16, 2003. The majority of the committee recommended that the House pass it by a vote of 13–1, and the report was placed on the consent calendar. On May 29, 2003 the House voted to pass it. The bill was enrolled on June 5, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1968) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 24, 2003, making it Chapter 184 of the session laws. It took effect on August 23, 2003.
