The Story
It was introduced on January 30, 2003 and referred to the Senate Energy and Economic Development committee. The committee held a public hearing on March 4, 2003. The committee recommended that the Senate pass it with changes (amendment 0888). The committee's amendment (0888) was adopted on a voice vote on March 27, 2003, changing the text of the bill. A floor amendment (1008), offered by Sen. Gatsas, was rejected on a voice vote on March 27, 2003. On March 27, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On March 27, 2003 the Senate voted to pass it. It crossed to the House and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 9, 2003. The majority of the committee recommended that the House pass it unanimously, 12–0, and the report was placed on the consent calendar. On April 17, 2003 the House voted to pass it. The bill was enrolled on April 17, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1345) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on April 23, 2003, making it Chapter 21 of the session laws. It took effect on April 23, 2003.
