The Story

It was introduced on January 30, 2003 and referred to the Senate Finance committee. The committee held a public hearing on March 18, 2003. The committee recommended that the Senate pass it with changes (amendment 1058). The committee's amendment (1058) was adopted on a voice vote on April 3, 2003, changing the text of the bill. On April 3, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 3, 2003 the Senate voted to pass it. It crossed to the House and was referred to the House Public Works and Highways committee. The committee held a public hearing on April 23, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. The committee held work sessions on May 14, 2003 and May 21, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on June 5, 2003. On June 5, 2003 the House voted to pass it with changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Green Concur with House Amendment” on a voice vote. The bill was enrolled on June 24, 2003 — the final check of the text before it goes to the governor. The governor signed it on June 30, 2003, making it Chapter 211 of the session laws. It took effect on July 1, 2003.
