The Story

It was introduced on January 30, 2003 and referred to the Senate Banks committee. The committee held a public hearing on February 18, 2003. The committee recommended that the Senate pass it. On March 6, 2003 the Senate voted to pass it on a voice vote and ordered it to a third reading. On March 6, 2003 the Senate voted to pass it. It crossed to the House on March 13, 2003 and was referred to the House Commerce committee. The committee held a public hearing on April 1, 2003. The committee held work sessions on April 15, 2003 and May 6, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 13–2. On May 15, 2003 the House voted to pass it with changes on a voice vote. On May 29, 2003 the Senate adopted “Requests Committee of Conference” on a voice vote. On June 5, 2003 the House adopted “House Acceded to req for Conf Comm” on a voice vote. A committee of conference met on June 12, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the House adopted “Conf Comm Report”. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. The governor signed it on July 18, 2003, making it Chapter 304 of the session laws. It took effect on July 1, 2003.
