On April 10, 2003 the Senate voted to pass it. It crossed to the House on April 10, 2003 and was referred to the House Education committee. The committee held a public hearing on April 23, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 13–4. On May 15, 2003 the House voted to pass it with changes on a voice vote. On May 29, 2003 the Senate adopted “Sen. O'Hearn Concur with House Amendment” on a voice vote. The bill was enrolled on June 5, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1994) was adopted on a voice vote to correct technical errors found after passage. It became law without the governor's signature on June 26, 2003, as Chapter 186. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
