The committee held work sessions on April 16, 2003, April 22, 2003 and May 20, 2003. On May 29, 2003 the House voted to pass it with changes on a roll call 221–149. On June 5, 2003 the Senate adopted “Sen. Prescott Concur with House Amendment” on a voice vote. The bill was enrolled on June 5, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2026) was adopted on a voice vote to correct technical errors found after passage.
