The bill was enrolled on May 8, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1446) was adopted on a voice vote to correct technical errors found after passage. It became law without the governor's signature on May 15, 2003, as Chapter 54. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
