The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On February 6, 2003 the House voted to pass it, then referred it on to the House Finance committee. The committee held a work session on March 7, 2003. The majority of the committee recommended that the House pass it unanimously, 22–0, and the report was placed on the consent calendar. On March 20, 2003 the House voted to pass it. It crossed to the Senate on April 3, 2003 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 16, 2003. The committee recommended that the Senate pass it. On April 24, 2003 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 1980). The committee's amendment (1980) was adopted on a voice vote on June 5, 2003, changing the text of the bill. On June 5, 2003 the Senate voted to pass it with changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Clegg Rules Suspension for 3rd Reading and Final Passage” on a voice vote. On June 5, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Senator D'Allesandro Accede to House Request For Committeee of Conference” on a voice vote. A committee of conference met on June 13, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. The governor signed it on July 7, 2003, making it Chapter 225 of the session laws. It took effect on July 1, 2003.
