HB 796-FN-LOCAL (2003)

relative to the taxation of manufactured housing and relative to notice required prior to the sale of a recreational campground.

  • Status: Vetoed, override failed
  • Term: 2003-2004
  • House committee: Commerce
  • Senate committee: Public Affairs
  • Subject: Housing

The Story

It was introduced on January 30, 2003 and referred to the House Commerce committee. The committee held a public hearing on February 12, 2003. The committee held a work session on March 3, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On March 25, 2003 the House voted to pass it with changes. It crossed to the Senate on April 10, 2003 and was referred to the Senate Public Affairs committee. The committee held a public hearing on May 7, 2003. The committee recommended that the Senate pass it with changes (amendment 1634). The committee's amendment (1634) was adopted on a voice vote on May 22, 2003, changing the text of the bill. On May 22, 2003 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On June 5, 2003 the Senate voted to pass it on a voice vote. On June 5, 2003 the Senate adopted “Sen. Clegg Rules Suspension for 3rd Reading and Final Passage” on a voice vote. On June 5, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Senator Roberge Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 12, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a division vote 175–154. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2314) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on July 21, 2003. The legislature can override a veto with a two-thirds vote in both chambers. On September 4, 2003 the House voted 40–316 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
