It was introduced on January 8, 2003 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 16, 2003. The committee held work sessions on January 22, 2003 and January 29, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 13–3. On February 6, 2003 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 13, 2003 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 26, 2003. The committee recommended that the Senate send it back to committee. On April 3, 2003 the bill was referred back to committee. On April 3, 2003 the Senate voted to lay it on the table on a voice vote. On June 5, 2003 the Senate adopted “Sen. Prescott Remove From Table” on a voice vote. On June 5, 2003 the Senate rejected a motion to send it back to committee on a voice vote. A floor amendment (1992), offered by Sen. Prescott, was adopted on a voice vote on June 5, 2003, changing the text of the bill. On June 5, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 5, 2003 the Senate voted to pass it. On June 5, 2003 the House voted to reject the other chamber's changes. On June 5, 2003 the Senate adopted “Sen. Prescott Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 12, 2003, June 16, 2003 and June 17, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a division vote 169–165. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2296) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 18, 2003, making it Chapter 272 of the session laws. It took effect on July 18, 2003.
