The majority of the committee recommended that the House pass it by a vote of 18–1, and the report was placed on the consent calendar. The bill was taken off the consent calendar on April 10, 2003. On April 10, 2003 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 24, 2003 and was referred to the Senate Education committee. The committee's amendment (1661) was adopted on a voice vote on May 22, 2003, changing the text of the bill. On May 22, 2003 the Senate voted to lay it on the table on a voice vote.
