The Story

It was introduced on January 30, 2003 and referred to the House Ways and Means committee. The committee held a public hearing on March 5, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 9–5. On March 20, 2003 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 3, 2003 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 25, 2003. The committee recommended that the Senate pass it with changes (amendment 1870). The committee's amendment (1870) was adopted on a voice vote on June 5, 2003, changing the text of the bill. A floor amendment (1995), offered by Sen. Peterson, was adopted on a roll call 22–1 on June 5, 2003, changing the text of the bill. On June 5, 2003 the Senate voted to pass it with changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Clegg Rules Suspension for 3rd Reading and Final Passage” on a voice vote. On June 5, 2003 the House voted to reject the other chamber's changes. On June 5, 2003 the Senate adopted “Sen. D'Allesandro Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 17, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote.
