- Status: Signed into law
- Term: 2003-2004
- House committee: Judiciary
- Senate committee: Judiciary
- Subject: Miscellaneous
- Chapter law: 173
The Story
It was introduced on January 30, 2003 and referred to the House Judiciary committee. The committee held a public hearing on March 7, 2003. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 10–9. On March 25, 2003 the House voted to pass it with changes on a roll call 187–181. It crossed to the Senate on April 24, 2003 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 13, 2003. The committee recommended that the Senate pass it with changes (amendment 1585). The committee's amendment (1585) was rejected on a roll call 10–13 on May 22, 2003. On May 22, 2003 the Senate took up 4 floor amendments. It adopted 1769 (Sen. Prescott, 15–8), 1715 (Sen. Sapareto, 12–11) and 1780 (Sen. Prescott, 12–11), and rejected 1767 (Sen. O'Hearn, 10–13). On May 22, 2003 the Senate voted to pass it. On May 29, 2003 the House rejected a motion to lay it on the table on a roll call 175–198. On May 29, 2003 the House voted to agree to the other chamber's changes on a roll call 197–176. On May 29, 2003 the House failed “Reconsideration” on a roll call 172–200. The bill was enrolled on June 5, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 19, 2003, making it Chapter 173 of the session laws. It took effect on December 31, 2003.
