relative to the state conservation committee.
- Status: Vetoed, override failed
- Term: 2003-2004
- House committee: Executive Departments and Administration
- Senate committee: Environment

The Story
It was introduced on January 9, 2003 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 4, 2003. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 12–5. On March 12, 2003 the House voted to pass it on a voice vote, then referred it on to the House Finance committee. The committee held a work session on March 21, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 20–1. On April 10, 2003 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 17, 2003 and was referred to the Senate Environment committee. The committee held a public hearing on May 7, 2003. The committee recommended that the Senate pass it. On May 15, 2003 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 1725). The committee's amendment (1725) was adopted on a voice vote on May 29, 2003, changing the text of the bill. On May 29, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 29, 2003 the Senate voted to pass it. On June 5, 2003 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 24, 2003 — the final check of the text before it goes to the governor. The governor vetoed it on July 8, 2003. The legislature can override a veto with a two-thirds vote in both chambers. On September 4, 2003 the House voted 174–186 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
