The Story

It was introduced on January 9, 2003 and referred to the House Transportation committee. The committee held a public hearing on February 12, 2003. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 10–5. On March 13, 2003 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 13, 2003 and was referred to the Senate Finance committee. The committee held a public hearing on April 15, 2003. The committee recommended that the Senate pass it with changes (amendment 1981). The committee's amendment (1981) was adopted on a voice vote on June 5, 2003, changing the text of the bill. On June 5, 2003 the Senate voted to pass it with changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Clegg Rules Suspension for 3rd Reading and Final Passage” on a voice vote. On June 5, 2003 the House voted to reject the other chamber's changes. On June 5, 2003 the Senate adopted “Sen. Kenney Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 17, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote.
