HB 724-FN-LOCAL (2003)

  • Status: Veto overridden, became law
  • Term: 2003-2004
  • House committee: Public Works and Highways
  • Senate committee: Transportation
  • Subject: Miscellaneous
  • Chapter law: 320

The Story

It was introduced on January 9, 2003 and referred to the House Public Works and Highways committee. The committee held a public hearing on February 19, 2003. The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On March 12, 2003 the House voted to pass it, then referred it on to the House Finance committee. The committee held a work session on March 21, 2003. The majority of the committee recommended that the House pass it unanimously, 21–0. On April 10, 2003 the House voted to pass it on a voice vote. It crossed to the Senate on April 17, 2003 and was referred to the Senate Transportation committee. The committee held a public hearing on May 1, 2003. The committee recommended that the Senate pass it with changes (amendment 1543). The committee's amendment (1543) was adopted on a voice vote on May 15, 2003, changing the text of the bill. On May 15, 2003 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 1844). The committee's amendment (1844) was rejected on a voice vote on June 5, 2003. On June 5, 2003 the Senate voted to pass it on a voice vote. On June 5, 2003 the Senate adopted “Sen. Clegg Rules Suspension for 3rd Reading and Final Passage” on a voice vote. On June 5, 2003 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 24, 2003 — the final check of the text before it goes to the governor. The governor vetoed it on July 8, 2003. The legislature can override a veto with a two-thirds vote in both chambers. On September 4, 2003 the House voted 251–101 to override the governor's veto on a roll call, meeting the two thirds threshold. On September 4, 2003 the Senate voted 23–1 to override the governor's veto on a roll call, meeting the two thirds threshold. It became law over the governor's veto on September 4, 2003, as Chapter 320. The governor had vetoed it, and the House and the Senate each overrode the veto by a two-thirds vote, which under Part II, Article 44 of the state constitution makes it law without the governor's signature.
