The Story

The majority of the committee recommended that the House pass it unanimously, 18–0, and the report was placed on the consent calendar. On February 20, 2003 the House voted to pass it, then referred it on to the House Finance committee. The committee held a work session on March 21, 2003. The majority of the committee recommended that the House pass it unanimously, 20–0, and the report was placed on the consent calendar. On April 10, 2003 the House voted to pass it. It crossed to the Senate on April 17, 2003 and was referred to the Senate Insurance committee. The committee held a public hearing on May 6, 2003. The committee recommended that the Senate pass it with changes (amendment 1643). The committee's amendment (1643) was adopted on a voice vote on May 22, 2003, changing the text of the bill. On May 22, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 22, 2003 the Senate voted to pass it. On June 5, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Flanders Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 13, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. The governor signed it on July 18, 2003, making it Chapter 294 of the session laws. It took effect on July 1, 2003.
