The Story
It was introduced on January 9, 2003 and referred to the House Election Law committee. The committee held a public hearing on February 19, 2003. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 10–6. On March 20, 2003 the House voted to pass it with changes on a roll call 244–119. It crossed to the Senate on April 3, 2003 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on May 7, 2003. The committee recommended that the Senate pass it with changes (amendment 1641). The committee's amendment (1641) was adopted on a voice vote on May 22, 2003, changing the text of the bill. On May 22, 2003 the Senate voted to pass it with changes on a roll call 15–8 and ordered it to a third reading. On May 22, 2003 the Senate voted to pass it. On May 29, 2003 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 5, 2003 — the final check of the text before it goes to the governor. The governor signed it on June 17, 2003, making it Chapter 151 of the session laws. It took effect on January 1, 2004.
