The Story

It was introduced on January 9, 2003 and referred to the House Commerce committee. The committee held a public hearing on March 5, 2003. The committee held a work session on March 18, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 12–2, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 25, 2003. On March 26, 2003 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 3, 2003 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 6, 2003. The committee recommended that the Senate pass it with changes (amendment 1625). The committee's amendment (1625) was adopted on a voice vote on May 22, 2003, changing the text of the bill. On May 22, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 22, 2003 the Senate voted to pass it. On May 29, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Peterson Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 12, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. The governor signed it on July 18, 2003, making it Chapter 293 of the session laws. It took effect on July 18, 2003.
