On January 30, 2003 the House voted to pass it with changes. It crossed to the Senate on March 13, 2003 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 26, 2003. The committee recommended that the Senate pass it with changes (amendment 1015). The committee's amendment (1015) was adopted on a voice vote on April 3, 2003, changing the text of the bill. On April 10, 2003 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 17, 2003 — the final check of the text before it goes to the governor. It became law without the governor's signature on April 26, 2003, as Chapter 24. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
