- Status: Signed into law
- Term: 2003-2004
- House committee: Election Law
- Senate committee: Internal Affairs
- Subject: Elections

The Story
It was introduced on January 9, 2003 and referred to the House Election Law committee. The committee held a public hearing on March 3, 2003. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 13–6. On March 25, 2003 the House voted to pass it with changes on a roll call 255–109. It crossed to the Senate on April 10, 2003 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on April 30, 2003. The committee recommended that the Senate pass it with changes (amendment 1640). The committee's amendment (1640) was adopted on a voice vote on May 22, 2003, changing the text of the bill. On May 22, 2003 the Senate voted to pass it with changes on a roll call 17–6 and ordered it to a third reading. On May 22, 2003 the Senate voted to pass it. On June 5, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Boyce Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 12, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate voted to pass it. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2316) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 18, 2003, making it Chapter 289 of the session laws. It took effect on September 1, 2003.
