- Status: Became law unsigned
- Term: 2003-2004
- House committee: Criminal Justice and Public Safety
- Senate committee: Judiciary
- Subject: Crimes, Criminal Procedure and Corrections
- Chapter law: 316
The Story
It was introduced on January 9, 2003 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 5, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On March 25, 2003 the House voted to pass it with changes. It crossed to the Senate on April 3, 2003 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 29, 2003. The committee recommended that the Senate pass it with changes (amendment 1569). The committee's amendment (1569) was adopted on a voice vote on May 22, 2003, changing the text of the bill. A floor amendment (1790), offered by Sen. Peterson, was adopted on a voice vote on May 22, 2003, changing the text of the bill. On May 22, 2003 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On June 5, 2003 the Senate voted to pass it on a voice vote. On June 5, 2003 the Senate adopted “Sen. Clegg Rules Suspension for 3rd Reading and Final Passage” on a voice vote. On June 5, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Senator Peterson Accede to House Request For Committeee of Conference” on a voice vote. A committee of conference met on June 12, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2313) was adopted on a voice vote to correct technical errors found after passage. It became law without the governor's signature, as Chapter 316. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
