On June 5, 2003 the Senate adopted “Senator O'Hearn Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 12, 2003 and June 13, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate voted to pass it. On June 24, 2003 the House adopted “Conf Comm Report” on a roll call 196–154. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2290) was adopted on a voice vote to correct technical errors found after passage. It became law without the governor's signature on July 8, 2003, as Chapter 241. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
