  • Status: Signed into law
  • Term: 2003-2004
  • House committee: Judiciary
  • Senate committee: Internal Affairs
  • Subject: Study Committees and Commissions
  • Chapter law: 287

The Story

It was introduced on January 9, 2003 and referred to the House Judiciary committee. The committee held a public hearing on March 5, 2003. The majority of the committee recommended that the House pass it unanimously, 11–0, and the report was placed on the consent calendar. On March 20, 2003 the House voted to pass it. It crossed to the Senate on April 3, 2003 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on April 23, 2003. The committee recommended that the Senate pass it with changes (amendment 1644). On May 22, 2003 the Senate rejected a motion to lay it on the table. On May 22, 2003 the Senate adopted “Sen Below Moved to Divide the Question Section 7” on a roll call 17–6. On May 22, 2003 the Senate adopted “Question is on” on a voice vote. On May 22, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 22, 2003 the Senate adopted “Reconsideration” on a voice vote. A floor amendment (1774), offered by Sen. Larsen, was rejected on a roll call 6–17 on May 22, 2003. On May 22, 2003 the Senate again voted to pass it with changes on a voice vote and ordered it to a third reading. On May 22, 2003 the Senate voted to pass it. On June 5, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Boyce Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 11, 2003 and June 17, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate voted to pass it. On June 24, 2003 the House adopted “Conf Comm Report” on a roll call 244–111. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2286) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 18, 2003, making it Chapter 287 of the session laws. It took effect on July 18, 2003.
