The Story
It was introduced on January 9, 2003 and referred to the House Election Law committee. The committee held a public hearing on February 12, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. On March 25, 2003 the House voted to pass it with changes. It crossed to the Senate on April 3, 2003 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on April 23, 2003. The committee recommended that the Senate pass it with changes (amendment 1639). The committee's amendment (1639) was adopted on a voice vote on May 22, 2003, changing the text of the bill. On May 22, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 22, 2003 the Senate voted to pass it. On May 29, 2003 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 5, 2003 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 18, 2003, as Chapter 172. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
