The Story

It was introduced on January 9, 2003 and referred to the House Election Law committee. The committee held a public hearing on February 12, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 11–0. On March 12, 2003 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a work session on March 21, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 23–0, and the report was placed on the consent calendar. On April 10, 2003 the House voted to pass it with changes. It crossed to the Senate on April 17, 2003 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on April 30, 2003. The committee recommended that the Senate pass it with changes (amendment 1638). The committee's amendment (1638) was adopted on a voice vote on May 22, 2003, changing the text of the bill. On May 22, 2003 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. A floor amendment (1947), offered by Sen. Larsen, was adopted on a voice vote on June 5, 2003, changing the text of the bill. On June 5, 2003 the Senate voted to pass it with changes on a voice vote. On June 5, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Boyce Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on June 16, 2003 and June 17, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a roll call 224–129. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2281) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 15, 2003, making it Chapter 266 of the session laws. It took effect on July 15, 2003.
