The Story
It was introduced on January 9, 2003 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 4, 2003. The committee held work sessions on February 18, 2003, February 20, 2003 and March 6, 2003. The majority of the committee recommended that the House kill it unanimously, 18–0, and the report was placed on the consent calendar. On March 25, 2003 the House voted to kill it.
