It was introduced on January 9, 2003 and referred to the House Commerce committee. On February 20, 2003 the House adopted “Susp Rules for Feb 21 Hearing” on a voice vote. The committee held public hearings on February 21, 2003 and March 19, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On March 25, 2003 the House voted to pass it with changes. It crossed to the Senate on April 3, 2003 and was referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on April 15, 2003. The committee recommended that the Senate pass it with changes (amendment 1291). The committee's amendment (1291) was adopted on a voice vote on April 24, 2003, changing the text of the bill. On April 24, 2003 the Senate voted to lay it on the table on a voice vote. On May 8, 2003 the Senate adopted “Remove From Table” on a voice vote. A floor amendment (1423), offered by Sen. Barnes, was adopted on a voice vote on May 8, 2003, changing the text of the bill. On May 15, 2003 the House voted to reject the other chamber's changes on a voice vote. On May 29, 2003 the Senate adopted “Sen. Gallus Accede to House Request for Committee of Conference” on a voice vote. A committee of conference met on June 12, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote.
