The Story

It was introduced on January 9, 2003 and referred to the House Public Works and Highways committee. The committee held a public hearing on February 5, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. On February 13, 2003 the House voted to pass it with changes. It crossed to the Senate on March 13, 2003 and was referred to the Senate Transportation committee. The committee held a public hearing on April 16, 2003. The committee recommended that the Senate pass it with changes (amendment 1542). On May 15, 2003 the Senate voted to lay it on the table on a voice vote. On May 29, 2003 the Senate failed “Remove From Table” on a voice vote, on a motion by Sen. Kenney. The bill died on the table when the session ended on September 4, 2003, having been set aside and never taken back up.
