  • Term: 2003-2004
  • House committee: State-Federal Relations and Veterans Affairs
  • Senate committee: Wildlife and Recreation
  • Subject: Miscellaneous
  • Chapter law: 282

The Story

It was introduced on January 9, 2003 and referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on February 11, 2003. The committee held work sessions on February 18, 2003, February 20, 2003 and March 4, 2003. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 14–2. On March 12, 2003 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 13, 2003 and was referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on April 8, 2003. The committee recommended that the Senate pass it with changes (amendment 1224). The committee's amendment (1224) was adopted on a voice vote on April 17, 2003, changing the text of the bill. On April 17, 2003 the Senate voted to pass it with changes on a voice vote. On April 17, 2003 the bill was referred to the Finance committee. The committee recommended that the Senate pass it. A floor amendment (1742), offered by Sen. Kenney, was adopted on a voice vote on May 22, 2003, changing the text of the bill. On May 22, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 22, 2003 the Senate voted to pass it. On May 29, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Gallus Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 10, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2289) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 18, 2003, making it Chapter 282 of the session laws. It took effect on July 18, 2003.
