The majority of the committee recommended that the House pass it by a vote of 18–1, and the report was placed on the consent calendar. On February 20, 2003 the House voted to pass it. It crossed to the Senate on March 13, 2003 and was referred to the Senate Transportation committee. The committee held public hearings on April 2, 2003 and April 9, 2003. The committee recommended that the Senate kill it. On April 17, 2003 the Senate voted to lay it on the table on a voice vote.
