The majority of the committee recommended that the House pass it by a vote of 14–1. On February 20, 2003 the House voted to pass it on a voice vote. It crossed to the Senate on March 13, 2003 and was referred to the Senate Public Affairs committee. On March 20, 2003 the Senate adopted “Vacate [HB 310] to Judiciary” on a voice vote, on a motion by Sen. Roberge. The committee held a public hearing on April 1, 2003. The committee recommended that the Senate pass it with changes (amendment 1080). The committee's amendment (1080) was adopted on a voice vote on April 10, 2003, changing the text of the bill. On May 8, 2003 the House voted to reject the other chamber's changes on a voice vote. On May 15, 2003 the Senate adopted “Sen. Roberge Accede To Request For Committee of Comference” on a voice vote. A committee of conference met on May 28, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2301) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 18, 2003, making it Chapter 277 of the session laws. It took effect on July 18, 2003.
