The Story
It was introduced on January 9, 2003 and referred to the House Municipal and County Government committee. The committee held a public hearing on January 28, 2003. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. On February 20, 2003 the House voted to pass it with changes. It crossed to the Senate on March 13, 2003 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on April 9, 2003. The committee recommended that the Senate pass it with changes (amendment 1770). The committee's amendment (1770) was adopted on a voice vote on May 29, 2003, changing the text of the bill. On May 29, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 29, 2003 the Senate voted to pass it. On June 5, 2003 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 24, 2003 — the final check of the text before it goes to the governor. It became law without the governor's signature on July 1, 2003, as Chapter 220. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
