The majority of the committee recommended that the House pass it unanimously, 19–0, and the report was placed on the consent calendar. On February 6, 2003 the House voted to pass it. It crossed to the Senate on April 24, 2003 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on May 7, 2003. The committee recommended that the Senate pass it with changes (amendment 1559). On May 15, 2003 the Senate voted to lay it on the table on a voice vote. The bill died on the table when the session ended on September 4, 2003, having been set aside and never taken back up.
