The Story

It was introduced on January 9, 2003 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 29, 2003. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 20, 2003. On February 20, 2003 the House adopted “Recommitted to Crim Just & PSfty” on a voice vote. The majority of the committee recommended that the House pass it with changes by a vote of 11–1, and the report was placed on the consent calendar. On May 29, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. The governor signed it on July 14, 2003, making it Chapter 256 of the session laws. It took effect on January 1, 2004.
