It was introduced on January 9, 2003 and referred to the House Ways and Means committee. The committee held a public hearing on January 28, 2003. The committee held work sessions on March 10, 2003 and March 14, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 12–4. On March 26, 2003 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 3, 2003 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 16, 2003. The committee recommended that the Senate pass it with changes (amendment 1855). The committee's amendment (1855) was adopted on a voice vote on June 5, 2003, changing the text of the bill. On June 5, 2003 the House voted to reject the other chamber's changes. On June 5, 2003 the Senate adopted “Sen. D'Allesandro Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 13, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. It took effect on July 1, 2003.
