The committee met in executive session on March 18, 2003 and March 20, 2003. The majority of the committee recommended that the House make no recommendation. On March 25, 2003 the House adopted “Susp Rules for late ref to Finance” on a voice vote. On March 26, 2003 the House voted to pass it with changes on a voice vote. The committee held a work session on March 31, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 21–2. On April 10, 2003 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 10, 2003 and was referred to the Senate Capital Budget committee. The committee held a public hearing on May 6, 2003. The committee recommended that the Senate pass it with changes (amendment 1852). The committee's amendment (1852) was adopted on a voice vote on June 5, 2003, changing the text of the bill. On June 5, 2003 the Senate voted to pass it with changes on a voice vote 24–0. On June 5, 2003 the Senate adopted “Sen. Clegg Rules Suspension For 3rd Reading and Final Passage” on a voice vote. On June 5, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Clegg Accede to House Request For Committee of Conference” on a voice vote. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 24, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2278) was adopted on a voice vote to correct technical errors found after passage. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. It became law without the governor's signature on July 8, 2003, as Chapter 240. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
