HB 2-FN-A (2003)

relative to state fees, funds, revenues, and expenditures.

  • Status: Vetoed, override failed
  • Term: 2003-2004
  • House committee: Finance
  • Senate committee: Finance
  • Subject: State Government

The Story

It was introduced on February 20, 2003 and referred to the House Finance committee. On March 25, 2003 the House adopted “Susp Rules on deadlines” on a voice vote. The majority of the committee recommended that the House pass it with changes by a vote of 17–5. On April 17, 2003 the House voted to pass it. It crossed to the Senate on April 17, 2003 and was referred to the Senate Finance committee. The committee held a public hearing on April 28, 2003. The committee recommended that the Senate pass it with changes (amendment 1970). The committee's amendment (1970) was adopted on a voice vote on June 5, 2003, changing the text of the bill. A floor amendment (2000), offered by Sen. Below, was rejected on a roll call 6–17 on June 5, 2003. A floor amendment (2003), offered by Sen. Larsen, was rejected on June 5, 2003. On June 5, 2003 the Senate voted to pass it with changes on a roll call 21–3. On June 5, 2003 the Senate adopted “Sen. Clegg Rules Suspension for 3rd Reading and Final Passage” on a voice vote. On June 5, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Green Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 11, 2003, June 12, 2003, June 16, 2003 and June 18, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate voted to pass it. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 24, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2276) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on June 26, 2003. The legislature can override a veto with a two-thirds vote in both chambers. On June 30, 2003 the House voted 131–242 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
