The Story

It was introduced on January 9, 2003 and referred to the House Judiciary committee. The committee held a public hearing on January 22, 2003. The majority recommended that the House pass it with changes, and the minority recommended that the House pass it, by a vote of 14–2. On March 25, 2003 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 3, 2003 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 20, 2003. The committee recommended that the Senate pass it with changes (amendment 1901). The committee's amendment (1901) was adopted on a voice vote on June 5, 2003, changing the text of the bill. A floor amendment (1986), offered by Sen. Foster, was rejected on a roll call 8–15 on June 5, 2003. On June 5, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 5, 2003 the Senate voted to pass it. On June 5, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. Peterson Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 17, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate voted to pass it. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor. The governor signed it on July 14, 2003, making it Chapter 250 of the session laws. It took effect on July 1, 2003.
