The committee held a public hearing on April 9, 2003. The committee recommended that the Senate pass it with changes (amendment 1845). On June 5, 2003 the House voted to reject the other chamber's changes. On June 5, 2003 the Senate adopted “Sen. D'Allesandro Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 13, 2003 to try to settle the differences between the two chambers' versions of the bill. It took effect on July 1, 2003.
