The Story

It was introduced on January 9, 2003 and referred to the House Ways and Means committee. The committee held a public hearing on January 22, 2003. The majority of the committee recommended that the House pass it unanimously, 17–0. On February 6, 2003 the House voted to pass it on a roll call 340–34, then referred it on to the House Finance committee. The committee held a work session on March 7, 2003. The majority of the committee recommended that the House pass it by a vote of 21–1. On April 10, 2003 the House voted to pass it on a voice vote. It crossed to the Senate on April 17, 2003 and was referred to the Senate Insurance committee. The committee held a public hearing on May 6, 2003. The committee recommended that the Senate pass it. On May 15, 2003 the Senate voted to pass it on a voice vote and ordered it to a third reading. On May 15, 2003 the Senate voted to pass it. The bill was enrolled on May 29, 2003 — the final check of the text before it goes to the governor. The governor vetoed it on June 6, 2003. The legislature can override a veto with a two-thirds vote in both chambers. On September 4, 2003 the House voted 65–277 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
