The Story

It was introduced on January 9, 2003 and referred to the House Municipal and County Government committee. The committee held a public hearing on January 21, 2003. The majority of the committee recommended that the House pass it unanimously, 17–0, and the report was placed on the consent calendar. On February 6, 2003 the House voted to pass it. It crossed to the Senate on March 13, 2003 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 26, 2003. The committee recommended that the Senate pass it with changes (amendment 0989). The committee's amendment (0989) was adopted on a voice vote on April 3, 2003, changing the text of the bill. On April 3, 2003 the Senate voted to lay it on the table on a voice vote. On April 10, 2003 the Senate adopted “Remove From Table” on a voice vote. A floor amendment (1261), offered by Sen. Martel, was adopted on a voice vote on April 10, 2003, changing the text of the bill. On April 10, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 10, 2003 the Senate voted to pass it. On April 17, 2003 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on April 24, 2003 — the final check of the text before it goes to the governor. The governor signed it on April 30, 2003, making it Chapter 25 of the session laws. It took effect on April 30, 2003.
