The Story
It was introduced on January 9, 2003 and referred to the House Education committee. The committee held a public hearing on January 21, 2003. The committee held work sessions on January 29, 2003, February 5, 2003, February 19, 2003 and March 19, 2003. The majority of the committee recommended that the House pass it with changes by a vote of 16–3. On March 25, 2003 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 3, 2003 and was referred to the Senate Education committee. The committee held a public hearing on April 23, 2003. The committee recommended that the Senate pass it with changes (amendment 1744). The committee's amendment (1744) was adopted on a voice vote on May 29, 2003, changing the text of the bill. A floor amendment (1866), offered by Sen. O'Hearn, was adopted on a voice vote on May 29, 2003, changing the text of the bill. On May 29, 2003 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 29, 2003 the Senate voted to pass it. On June 5, 2003 the House voted to reject the other chamber's changes on a voice vote. On June 5, 2003 the Senate adopted “Sen. O'Hearn Accede to House Request For Committee of Conference” on a voice vote. A committee of conference met on June 11, 2003 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2003 the Senate adopted “Conference Committee Report” on a voice vote. On June 24, 2003 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 30, 2003 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2300) was adopted on a voice vote to correct technical errors found after passage. It became law without the governor's signature, as Chapter 314. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
